Certified Payroll Report for Payroll

"Certified payroll" is a mandatory weekly report for government contractors and subcontractors on federally funded projects, particularly in construction. Required by the Davis-Bacon Act, the report ensures workers are paid the prevailing local wage (hourly wage, usual benefits, and overtime paid to a majority of workers in an area). 

The Certified Payroll report found in Arcoro Payroll allows you to generate the report in two formats:

  • WH-347 - Form WH-347 is the typical report used to detail employee information, hours, pay, and deductions, allowing the government to verify proper fund usage and fair compensation. This form is ideal for those that only need to comply with federal reporting requirements.
  • LCP Tracker - A format to help you upload payroll data into LCPtracker, a third-party software that flags, transforms, and submits payroll data for federal and state compliance. LCPtracker is suitable for those who need to file with multiple agencies, including those requiring electronic submissions.

These reports will be based on payroll data stored within Arcoro Payroll. Some templates may require additional information and data entry to complete the respective forms.

Settings Locations to Certified in ExakTime

For a location to appear in the report, its job type must be set to "Certified" in ExakTime Connect. If you are unfamiliar with this, you can expand the section below for these steps.

Setting a Location To Be Certified
  • Go to Manage and click Locations

  • Press the pencil icon to the left of your certified location.

  • Click on the Custom Fields tab.

  • Look for the "Job Type" drop-down menu. Use the drop-down menu and select Certified

  • Save when finished.

Generating Certified Payroll Report

  1. Select the options for your report.
    • Work Location (Project Key) - Dropdown for Certified locations (Job Type = Certified).
      • Only one selection is allowed and required.
    • Pay Day - Date input for report's pay day.
      • If payroll status is Draft, Pending, or Processing, you will see the error message: "The payroll has not yet been completed. Please run this again when it has been completed."
    • Format - LCP Tracker or WH-347.
      • You can take the data from the WH-347 report and transfer to the form directly or export data in a format compatible with LCP Tracker. 
  2. Click Download.
  3. The output file name will be in the following format:
    "CertifiedPayroll_{Work Location}_Ending_{pay period end Date}.csv"
    • For example, "CertifiedPayroll_SiteA_Ending_1-12-2025.csv"
  4. If you have selected the "LCP Tracker" format, you can refer to the following dedicated article for steps on how to copy and upload the data into LCPtracker.

Things to Note

  • Certified locations will be labeled as such in Payroll in the following places:
    • The "Locations" page found in the "Setup" navigation menu will show a "Certified" column with "True" for any certified location. 
      ARCPAY - Certified Location - Company Details - 00.png
    • Employee Profile will show a green "C" ARCPAY - Certified Location - Certified Icon - 00.png icon for any certified location.

  • The report will contain employee names, social security numbers, job classifications, hours worked, pay rate, gross earnings, deductions, and fringe benefits. 
  • Each person has 1 ID on the report; however, each classification they work in that week gets a new row. This means that Joey is ID 1, but worked 3 different classifications that week – he will have 3 rows on that report.
  • For NOW - Cost Code = Class Code. We do not have that data point, but need some way to split up the data for this report.
