Certified Payroll Report for Payroll

"Certified payroll" is a mandatory weekly report for government contractors and subcontractors on federally funded projects, particularly in construction. Required by the Davis-Bacon Act, the report ensures workers are paid the prevailing local wage (hourly wage, usual benefits, and overtime paid to a majority of workers in an area). 

The Certified Payroll report found in Arcoro Payroll allows you to generate the report in the following formats:

  • WH-347 (PDF) - Form WH-347 details employee information, hours, pay, and deductions, allowing the government to verify proper fund usage and fair compensation. You can generate this for a single certified job, or leave the job field blank to generate PDFs for every open certified job in one run.
  • WH-347 (CSV) - The same WH-347 data in spreadsheet form, for a single certified job.
  • LCP Tracker - A format to help you upload payroll data into LCPtracker,a third-party software that flags, transforms, and submits payroll data for federal and state compliance, for a single certified job. LCPtracker is suitable for those who need to file with multiple agencies, including those requiring electronic submissions.

These reports will be based on payroll data stored within Arcoro Payroll. Some templates may require additional information and data entry to complete the respective forms.

Setting a Job to Certified in Arcoro Time

For a job to appear in the report, it must be marked as a "Certified Job" in Arcoro Time. If you are unfamiliar with this, you can expand the section below for these steps.

Setting a Location To Be Certified
  • Go to Manage and click Jobs

  • Click the pencil icon to the left of an existing job or click Add Job.

  • Toggle "Certified Job".

  • Enter a "Start Date". This is a required field, as a certified job with no Start Date is silently left out of certified payroll reporting.

  • Enter an "End Date" when possible. When a job's End Date falls inside the pay period you're running the report for, Payroll treats that as the job's final certified payroll submission and prompts you to confirm before generating the form.

  • Optionally, assign a "Department" and confirm which "Labor Classes" apply to the job. 
    • Employees clocking into a certified job must select a labor class; employees who are assigned to specific labor classes only see those options; everyone else sees the full list.
  • Save when finished.

Generating Certified Payroll Report

  1. Select the options for your report.
    • Certified Job - Dropdown for certified jobs.
      • This field is required for the WH-347 (CSV) and LCP Tracker (CSV) formats. Only one job can be selected.
      • This field is optional for the WH-347 (PDF) format. Leave it blank to generate a PDF for every open certified job in a single run, instead of running the report job by job.
    • Format - WH-347 (PDF), WH-347 (CSV), or LCP Tracker (CSV).
      • You can take the data from a WH-347 CSV and transfer it to the form directly, export data in a format compatible with LCP Tracker, or download ready-to-file WH-347 PDFs directly.
    • Pay Day - Date input for the report's pay day.
      • If payroll status is Draft, Pending, or Processing, you will see the error message: "The payroll has not yet been completed. Please run this again when it has been completed."
  2. Click Download.
    • There is no Certified Payroll Number field to fill in — the system calculates it automatically from the job's Start Date, starting at 1 for the job's first certified payroll week and incrementing each week through the period you're running.
    • A bulk WH-347 (PDF) run (no job selected) processes in the background. Stay on the page and the PDF downloads automatically when it's ready, or navigate away and you'll get a notification in the alerts bell to download it from there.
    • If any certified jobs in the run are completing this pay period (End Date within the period), you'll see a confirmation pop-up listing them before the forms generate.
    • A certified job with no hours or no payday in a given week still produces a blank form for that week, so there's no gap in the certified payroll record.
  3. For CSV formats, the output file name will be in the following format:
    "CertifiedPayroll_{Certified Job}_Ending_{pay period end date}.csv"
    • For example, "CertifiedPayroll_SiteA_Ending_1-12-2025.csv"

Things to Note

  • Certified jobs are labeled as such in Payroll in the following places:
    • The Jobs setup screen shows a "Certified" indicator for any certified job.
      ARCPAY - Certified Location - Company Details - 00.png
  • The report contains employee names, social security numbers, job classes, hours worked, pay rate, gross earnings, deductions, and fringe benefits.
  • Each person has 1 ID on the report; each Labor Class they work in that week gets a new row. This means that if Joey worked 3 different labor classes that week, he will have 3 rows on that report.
  • Rows are split by "Labor Class" (the classification an employee selects at clock-in on a certified job), not by cost code.
  • If a job is not listed on the report, check that there is a start date entered for the job in Arcoro Time.
