The "Test Utility" tab is currently being used internally by Core HR. It allows us to test web service results. It also helps Core HR get an idea of results from the web service methods, what they are, and a sampling of what they return. When you call a GetEmployee method from the web service, it will log to the web service audit results and be selected there (if you want to drill into the collected data.)
