Eligibility rules in Core HR allow you to limit which employees can access certain resources or options, which can be critical when configuring your open enrollment and benefits. Incorrectly configured eligibility rules may result in your employees seeing or not seeing benefit options as expected. Eligibility rules should be reviewed periodically, such as yearly, for age-based benefits, HSA, or 401k. It is recommended to create new eligibility rules instead of updating existing rules to avoid cross-year impact.

Review Benefit Eligibility
The benefit eligibility rules report allows you to review the eligibility rules and benefit assignments.
- Go to Reports, expand Benefit Management, and click General.
- Click the PDF/Excel icon(s) for Benefit Eligibility Rules.
- Review eligibility rules and assignments to benefits.
Setting Up Eligibility Rules
For our example, we will be updating an existing eligibility rule that relies on a birth date. As it is recommended not to modify existing rules, we will duplicate the existing rule to adjust it for the new year.
- Expand Setup and click Setup Properties from the menu.
- Click Eligibility Rules from the top menu bar.
- Click the name of the eligibility rule.
- Click Duplicate Rule. The rule will be duplicated, and the eligibility rule name will be appended with "- Copy".
- Update the eligibility rule name, such as removing "- Copy" and updating the year. Click Save & Continue when finished.
- You should be taken to "Step 2 - Enter Rule Details". As we are updating an existing eligibility rule, click the
edit icon of an existing rule.
- The rule details will load in the provided fields. Update the rules. Click Save Rule Detail when finished. Repeat as needed for other rule details. Click Continue when finished to proceed to "Step 3 - Validate Rule".
- Click Validate to confirm the employees who would be eligible.
- You should see a list of employees who pass or fail. If the desired employees fail, review the rule details and correct them until the desired employees pass the validation.
- Click Close to return to the list of eligibility rules. Repeat steps 3-9 for other eligibity rules as necessary.
