10/2026 - Arcoro Payroll Release Notes - Wage Determination and Certified Payroll

Prevailing wage setup and certified payroll are simpler and safer. One pay rate table covers every job under the same Wage Determination Number (WDN). The Rate Importer brings federal rates in from SAM.gov for you. Payroll flags pay that is below the required rate before you pay. The WH-347 is filled in from your jobs, time, employees and benefits, so you can run it with less manual work.

Enhancements

One Rate Table for Every Job

Build one table for each WDN and link every job that uses it. When a rate changes, update the table once and every linked job follows.

  1. Go to Setup > Wage Determination and select Add Pay Rate Table.
  2. Enter the WDN and choose a Jurisdiction (Federal or a state).
  3. Pick the counties the table covers from a list, or choose Statewide.
  4. Link your jobs to the table.

Each WDN can have only one table, including inactive ones. If you enter a WDN that already has a table, you are offered the option to open it.

AI Rate Importer

Enter a federal WDN and the published classifications and rates arrive as a pay rate table. No more retyping from SAM.gov.

  1. From Setup > Wage Determination, select Import from SAM.gov and enter the WDN.
  2. Choose the modification to import. You can import an older modification for projects already awarded under it
  3. Confirm or change the labor class matched to each published classification.
  4. Review every imported line, then approve. Nothing is saved until you approve.

Inactive determinations show a warning that they are only for projects already awarded.

Link and Unlink Any Rate Table

Link a table you built by hand to a SAM.gov determination so Arcoro can track its revisions. Rates on a linked table are read-only. You can still manage its jobs and settings. Unlink a table at any time to edit rates yourself.

Revision Alerts

Arcoro checks SAM.gov every night. When a new revision is published, a badge appears on the Wage Determination menu the next time you log in. You can also select Check SAM.gov for Updates at any time. Revisions are never applied automatically, and no email is sent. You review and approve each one.

Rates by Effective Date

Approving a revision adds a new dated version to the table. Each job has its own effective date, which decides the version it uses. Jobs already linked keep their rates. Jobs linked later get the new rates. Each version also shows its own history of changes.

Cash for Fringe Shortfall

Payroll can add the cash needed to cover a fringe shortfall for you. The cash shows as a Cash in Lieu of Fringe earning, counts in validation, and appears on the WH-347.

  1. Go to Setup > Company Settings and check Automatically Calculate Fringe Cash Shortfalls.
  2. On each pay rate table, set Automatically calculate fringe cash shortfalls to Yes.

It works on every Draft or Submitted payroll, starting with the next sync or validation after you turn it on. Paid payrolls are never changed.

Wage Determination Rate Comparison Setting

Choose how Payroll treats base pay that is above the table rate. This setting is in Setup > Company Settings, in the Wage Determination group.

  • Individual rates (default): The base rate and the fringe rate must each meet the table. Extra base pay does not count toward fringe.
  • Total rates: The base rate must still meet the table. Any base pay above the table counts toward fringe, so employees paid above base are not flagged or paid extra cash for a fringe shortfall their base already covers.
Overtime and double time premiums do not count toward fringe.

Exclude Labor Classes from Certified Payroll

Track time against a certified job for job costing, but keep it off certified payroll reports. This helps with off-site work such as in-shop fabrication. Mark the labor class as excluded in Arcoro Time (formerly ExakTime), and Payroll leaves those hours off the report.

Certified Payroll (WH-347)

The WH-347 PDF is filled in from your setup, so there is less to type and less to check.

  • Labor classification - Column 3 shows the labor class from each time entry. A message after download tells you how many earnings have no labor class.
  • Certifying official on the report page - Enter the certifying official's name, title, telephone, email and date when you run the report. Save the details so they are filled in next time. The compliance statements start checked, and you can uncheck any that do not apply. The signature stays blank for the certifying official.
  • Payroll numbers you control - In Setup > Jobs, set the Starting Payroll Number for each certified job, a Final Work Week, and whether weeks with no hours are numbered or skipped. This lets you continue numbering from another system.
  • One form per job per week - Every payroll with pay for the week lands on one form, whatever its pay day or pay schedule. Run the report by Pay day or by Week ending date.
  • Prime or subcontractor - Pick a Contractor Role on the job in Arcoro Time, and the matching box is marked.
  • Fringe benefit credits - Add a Plan No. and Funded or Unfunded status to each benefit. They print in the fringe grid on page 2.
  • Every deduction in column 8 - Tax withholding, FICA and Other are all reported. When Other holds more than one deduction, an addendum page lists each one.
  • Cash in lieu of fringe - Column 6C shows cash paid in lieu of fringe, including cash added by the fringe cash setting.
